Jail crowding has been referred to as one of the most pressing problems facing local and state governments in the United States. The causes of jail crowding vary among each local criminal justice system and require unique and customized solutions. Luminosity begins by completing a comprehensive system assessment. Working in partnership with our client we identify quantifiable solutions that will improve the efficiency and effectiveness of system operations and significantly reduce jail crowding. What sets us apart from our competition is that Luminosity continues to work with our clients beyond the assessment stage to implement the solutions through system re-engineering.
Luminosity delivers results. We have partnered with counties across the United States, most notably in New Jersey, Ohio, and Michigan, to improve criminal justice system efficiency and effectiveness and reduce jail crowding while maintaining public safety and the integrity of the judicial process. In 2009 and 2010, with the expert services of Luminosity, Camden County, New Jersey reduced their average daily jail population by 21% resulting in cost avoidance and savings of $9.6 million dollars annually.
Luminosity ensures that there is a solid infrastructure in place to sustain the changes and achieved jail population reductions. In 2005 and 2006 for example, Luminosity partnered with Summit County, Ohio to re-engineer their local justice system which resulted in a decrease in the average daily population (ADP) of 12%. Utilizing the infrastructure built during our partnership, Summit County has been able to maintain the population reductions and have operated within jail capacity for the past five (5) years.
